Great idea.

My additions:

I recently spoke to someone at Lawrence Livermore in San Fran.  They have over 1000 yellow bikes for their one square mile campus.
All bikes are "female" or unisex frame, big beach tires, coaster brake, chain guards and baskets.
This setup allows for uniformity, ease of repair and safety.  No one can carry anything unless in a basket.
Helmets are required, bikes cannot leave the campus.

As I am trying to setup a bike share for my own place of work, I made friends with the local tech school.
They have a paint shop so painting costs will be reduced or eliminated.  I offered to give them a couple of bikes as compensation.
If you have a local autobody shop, you can ask them to either donate a few gallons of "oops" yellow paint
or even ask them to paint for free.  Offer some advertising or credit for their shop.

My bikes will be out-of-trash-80's-12 speed for starters then go from their, but I believe the professional paint finish will make the bikes look great.
