[HSU-CoordBoardInternal] By-Law Proposal

[Breonna Mabry]

In actuality, its a very minor, and very necessary change. The only thing I
added was the requirement to go to Town Meeting.
The rest was already approved by a vote. It should be implicit that members
of CoordBoard should be present for CoordBoard meetings and Town Meeting,
but apparently this is not the case.
