[Clusterusers] lein upgrade needed on fly (I think)

I had to update NSS on the head node to get rid of a curl error, but
then it upgraded successfully, and now I get:

Leiningen is already up-to-date.
Leiningen 2.9.1 on Java 1.8.0_181 Java HotSpot(TM) 64-Bit Server VM
