[Clusterusers] Power outages

There were two power outages today - tractor should be back up, but it
would probably behoove you to log in and check on your jobs and restart
as necessary. Some of the nodes made it through on UPS and some of them
didn't.

I've got a huge 208v UPS over in Cole that I'm trying to figure out how
to find the space for, which we could use to power some of rack 2....
