[Clusterusers] limits on head node

I have set pam_limits so that no user can allocate more than 500MB of 
memory per login shell on the head node. Hopefully this will not get in 
anybody's way and will prevent accidents.

We can talk about setting similar (much higher) limits on the compute 
nodes at 1:15 today.
