[Circulation] shelving cart management

Hello all,
Here are some reminders about the re-shelving carts:
The very bottom shelf should be used only for oversized books. If
you have more books to add to a cart but the cart is full, this is
your cue to double-check that cart and push it to the back of the
sorting area. Make sure to initial the wipe-off panel of the cart to
indicate that you've double-checked it. Then, bring in an empty cart
and move the cart marker from the full one to the empty one.
