[YellowBike] Bike / push carts at the house offices

There are 3 new bike carts at GE, Prescott, and Dakin House Offices for
everyone to use. Your friends made them.

They can be signed out with an ID in the House Offices, and used with a bike
or pushed by hand to go grocery shopping, move from one room to another,
take your friends for rides, or liberate unmentionable goodness from
dumpsters.

They were build by a group of students in a workshop, as part of Aaron
Wieler's Div III project on designing low-cost, easy-to-build bike carts for
community development and car independence. Thanks to all four house
offices, yellowbike, and earth student groups for funding, and to everyone
who helped build them.

So now they belong to the community, which means we all can use them. It
also means that we should take care of them. Please don't carry more than
200 pounds or go around corners fast. Return them to the house office when
your done with them.

More about the carts:
The idea is to encourage people to build their own bike carts to increase
car independence and take technology back into our own hands. Most
technology that we use, especially cars, is too industrialized, too
globalized, too corporate. I'm distributing a manual for making carts for
photocopying costs, if you want one.
