[Omen] FICOM/Request for extra funding

We received an additional $600.00 from FICOM. Its half of what we asked for, 
but with any luck at all it'll be enough to get us through the rest of the 
semester. Ultimately it may just mean a scaled-back "best-of" issue, but since 
we have no idea what the rest of the semester will look like, submission wise, 
we simply can't know for sure.
