  Policy Analyst

The Policy Analyst will help us broaden our research and policy efforts to
promote the freedom to vote in a more seamless and inclusive voting
system. The quality of our election experience – our core exercise in
self-government - depends on our ability to commit to ensuring every
eligible person can participate fully, without encountering discrimination
or unnecessary bureaucratic red tape. Yet our system of election
administration—a patchwork of rules and requirements that vary by state--
is outdated and antiquated, with far too many eligible voters encountering
unnecessary barriers to registration, waiting hours to cast their vote, or
having their vote rejected because of administrative errors, polling place
confusion or other errors.

Demos is seeking a policy analyst who can help us examine, define and
advance a set of ideas and policies that harness technology to improve
election administration in a way that is broadly accessible to eligible
citizens. Technological innovation holds great promise for simplifying
registration and election administration, yet there are numerous challenges
related to the digital divide, data system integration and privacy. The
policy analyst will focus on this set of issues, in addition to providing
overall research and policy support a broader set of democracy reforms.

*Primary Responsibilities:*

   - Write briefing papers, commentary and in-depth research reports on a
range of voter registration, election administration, and public agency
issues, specifically related to technology and registration systems.
   - Track, evaluate, and comment upon legislative, budgetary and policy
developments at the state and federal level.
   - Work particularly closely with our legal team to respond to emerging
needs related to litigation and ongoing monitoring of settled cases.
   - Identify and cultivate productive relationships with key contacts in
state agencies, and policy and advocacy organizations.

*Basic Job Qualifications:*

   - Expertise in the field of technology and public administration;
specific knowledge of the issues in election administration, social
services administration, or motor vehicle department processes a plus.
   - At least 2 years of policy experience (state or federal level) in
government, think-tank, academic, or non-profit setting.
   - Excellent oral and written communications skills, demonstrating a
strong ability to persuade and to debate.
   - Strong organizational and time management skills with ability to
manage multiple tasks and projects at a time.
   - Proficient in Word, Excel, Outlook and PowerPoint software;
familiarity with statistical programs such as SPSS or STATA a plus.

*The successful candidate must have the following skills and qualities**:*

*Excellent Writing and Analytical Skills. *You are an agile and versatile
writer who can write with a point of view, without sacrificing intellectual
rigor, and in a style accessible to a lay audience. You have strong data
analysis skills and are able to identify key trends and data points from a
large array of data.

*Proven Understanding of Technology and Public Administration**. *You are
familiar with how database systems are maintained or integrated; the
software, hardware, and bureaucratic challenges to overcome in sharing
information across databases within different state agencies; and the
potential for online systems and apps to improve user experience and
accuracy.

*Commitment to Racial Equity and Justice*: You must have an analysis about
the role that racial inequality plays in our society and in
movement-building, and have demonstrated commitment to fostering
cross-racial and -ethnic alliances.

*Comfort with Public Speaking*: You will be asked to compellingly represent
Dēmos in multiple forums, including some or all of the following:
delivering legislative testimony, presenting on panels, facilitating
convenings, appearing on radio and television, and training organizers or
advocates on policy issues.

_________

The position will be based in New York City, Washington, DC, or Boston. In
addition to the skills above, candidates need to bring a strong commitment
to excellence, and an ability to work in a fast-paced environment.

*Salary and Benefits:*

The salary range for this position is $50,000 to $60,000 commensurate with
experience. We have a generous benefits package, including health
insurance, dental insurance, vision insurance, 20 vacation days per year,
and the opportunity to contribute to a 403b plan.

Demos is an Equal Opportunity Employer--people of color, people with
disabilities, women, and LGBT candidates are strongly encouraged to apply;
we are committed to a diverse workplace, and to supporting our staff with
ongoing career development opportunities.
