Hey Josiah,
   Given that the flow of traffic for Halloween will be altered so as to
accomodate the traffic to an event at the Eric Carle Museum, does this entire
area remain within our jurisdiction? I do not know whether the Eric Carle event
will create its own sanitation problems or whether that event's private space
would negate the impact of ours. What do you think?
