[Clusterusers] tractor service keys

Hi folks,
    I am making a new service key called "sse3" that is necessary for
launching maxwell. I am also getting rid of the "LinuxRack1-noTom"
profile, which contained only compute-1-16 and compute-1-18 because both
of those machines have had significant changes since we made that
profile. Tom, if you see the same behavior from those hosts that you did
before between now and Monday, just NIMBY them, and my apologies - I'll
fix it on Monday.
