[Clusterusers] Rebuilding the cluster

OK, this sounds like a great time to start. We'll probably start
next week, and I'd expect the cluster to not be fully functional again
until the week after all the power outages, so it'll end up being out of
commission, for the most part, for about two weeks. We're currently
doing power-rebalancing prep work, but feel free to spool jobs over the
weekend.

The actual downtime of the cluster would probably be a day or two, plus lots of growing pains as I re-install and reconfigure everything, as there isn't really much of an upgrade process - it's almost like starting from scratch every time. So, I'd say figure a week until we're back up and fully functional.
