[Clusterusers] request for CPU time

Hi Jaime,

I have paused the task launches for my less important jobs, and won't start
any more new jobs that aren't super important. We have deadlines coming up
in mid January, so I should be able to hold off a bit. Let me know when
you're done so I can run full force again.
