[Circulation] Reserves Reminder

Hi Everyone, 

Just a reminder that patrons will be charged for reserves if they are
returned late. If you have any questions about reserves and the late
fees associated with them please ask Rhana, Suzanne or myself. 

Patrons should not be told it's fine to return a reserve past its due
date because they are no fees.
