nationally significant effort, and suggest how the DEP could
improve the Massachusetts rules, at one of the hearings next

impacts in the Northeast to share with officials at the
meeting. </P>
<P><STRONG>Suggested talking points:</STRONG></P>
<UL>
<LI>Massachusetts’ participation in RGGI and the
leadership and hard work shown by the DEP and the Department
of Energy Resources (DOER) in being among the first states
to formally propose regulations are important and positive
steps towards reducing the effects of global warming. We
need to build on these efforts by making RGGI as strong as
possible.<BR>
<LI>The DEP has made the right decision to account for the
reductions in global warming pollution that come from
voluntary purchases of energy from renewable sources like
wind and solar by correspondingly reducing the amount of
emissions permits available to electricity generators that
burn fossil fuels. However, the proposed rule arbitrarily
limits the allowable reduction in permits, which will keep
the emissions cap artificially high. <BR>
<LI>A continually thriving voluntary renewable energy market
would only help the Commonwealth and the region achieve its
emissions reduction goals faster while helping our economic
development and energy security!</LI></UL>
